This phrase refers to the Bible passage Isaiah 46, 9 and 10: "Remember the former things, those of long ago; I am God, and there is no other; I am God, and there is none like me. I make known the end from the beginning, from ancient times, what is still to come. I say: My purpose will stand, and I will do all that I please."
In the Watchtower's interpretation is used instead of "declared" the word "foretelled".
The Jehovah's Witnesses rank God as a human one. While everyone knows that God, in contrast to a prophet does not predict, but only announces the information, does declare it, the Jehovah's Witnesses actually assume, that God would act like a man, and predict the future. But the word "predict" includes as we know the own nescience. That is human and highly unsuitable for the application to God. For God is in the past, in the presence and in the future. He does not only know what happens in the future, but he is present in the future. That is why Jesus said, Verily, verily I say unto you, Before Abraham was, I am! (John 8, 58)
By now the magazines-organization Watchtower Society just turns this thing, it suggests once again the readers of these booklets that God is behaving like a man. This they must do, so all the other false assumptions that have been established by the Watchtower Society can be kept up. To this belongs, for example, the assumption that God is dependent to justify his name. This fiction of God is blasphemy itself. It lives out of that on God are foisted deeply human qualities. And the Jehovah's Witnesses believe this nonsense willingly and eagerly.
By this the lies smithy Watch Tower Society tightens the alleged human attributes of God. It features the image of God, that it would need a special decision of God to observe individual people or whole nations and to "gross up" their future behavior. But in contrast to the characteristics of the adversary God's omnipresence is the reason for that God is "observing" and knowing everything and everyone. How else should the psalmist be delighted about God's protection, if he would assume, God would pay attention once to the people and other time not?
Just this is precisely the property of the devil. He can not be present always and everywhere and therefore he is dependent to leave his servants and slaves over longer periods of time alone. From the idea that this was an attribute of God (among the Jehovah's Witnesses it is that Jehovah) the erroneous belief is generated that God would not constantly have us in sight. Downright absurd is the resulting illusion that there were moments in one's life, in which he was unobserved by God.
Isn't it fatal that Jehovah's Witnesses actually think that God would have times, when he was quasi absent? Have then to take his angels the job to watch us? Is there a heavenly spy system? The teaching of the Jehovah's Witnesses tinker a picture of God that pesters people with mistakes.
The deception of the Watchtower teaching is exactly the point that God is made a "universal player". He appears in the minds of Jehovah's Witnesses as a figure who does at will intervene in everyday life or not. This creates an interplay of fears and attempts at appeasement, in which the Jehovah's Witnesses vegetate and wither. All their attention is directed to a fiction of God, which scores like in a penalty shootout times and sometimes not. The god of the Jehovah's Witnesses is a highly unreliable size.
The God whom Jesus has made known to us, however, stands out just by the fact that he has made himself in Jesus Christ absolutely "predictable" for us people. The new covenant that he has signed with us in Jesus and for Jesus is the guarantor, gives us the certainty that God in Jesus Christ is always with us. Until the end. The Holy Spirit escorts the faithful Christians in every second of his life, and covers every sin. He who trusts in Jesus, is cleansed by his blood and in the eyes of God we are completely healed, sacred beings. This commitment we have in Jesus Christ.
The by the Jehovah's Witnesses to God imputed properties apply only to Satan, who just does not possess the omnipotence and omnipresence. This is a strong indication that this Jehovah really is Satan. Because the Watchtower Society teaches people an image of God, that more fits the devil.
